Changing policy clears prior suggestions and reviews. Rerunning classification also resets review decisions so they cannot silently apply to changed proposals.
Delivery: ship, shipping, delivery, late. Billing: refund, charge, invoice, payment. Product: broken, damaged, size, quality. Matching uses whole English words without case sensitivity. It does not understand negation, synonyms or context. No matching group goes to Review. Cleaning collapses whitespace; duplicate checks compare cleaned text without case sensitivity.
